ML Department

Rock Island–Milan School District 41 has renamed the English Learner (EL) Department to the Multilingual Learner (ML) Department within the Teaching and Learning Department.

This change is not simply a cosmetic adjustment. It is a strategic and intentional update that reflects the District’s continued commitment to equitable, asset-based education and also aligns with best practices. The Teaching and Learning Department believes this transition will better serve our scholars, families, and staff.

Why the Change?

  1. An asset-based approach: It reflects an asset-based approach. The term English Learner focuses on what students lack (English proficiency), whereas Multilingual Learner highlights the linguistic assets students already have. This shift supports culturally responsive practices and aligns directly with WIDA 2020 and ISBE guidance.

  2. Alignment with state and national terminology: Illinois and many other states now use terms such as “Multilingual Learners,” “MLs,” or “MLLs” in official guidance. Updating our department name ensures consistency with state expectations, Title III language, and national trends in bilingual education.

  3. A more accurate and inclusive description of our scholars: It promotes a more accurate and inclusive description of our scholars. The vast majority of scholars identified for services already use more than one language. “Multilingual Learner" honors their identities and reframes their developing English proficiency as one part of their overall linguistic growth.

  4. Reducing stigma and strengthening family engagement: It reduces stigma and strengthens family engagement. Families often perceive the “EL” label as deficit-driven. Using “ML” emphasizes pride in students’ multilingualism, supports stronger relationships, and communicates a more welcoming, inclusive message.

  5. Alignment with our long-term instructional vision: As the District continues to expand bilingual programming and strengthen language development across all content areas, the Multilingual Learner Department name reflects a broader commitment to multilingual development and global competence.

What this means moving forward:

While the department name is changing, all services, staff, and support will remain the same. Staff are encouraged to begin using the Multilingual Learner (ML) Department name in communications and materials moving forward.
